Il sera en place du 1er mars 2015 au 1er mars 2018. Le projet s'appuie sur un programme préexistant qui vise à la rénovation profonde des bâtiments résidentiels multifamiliaux (BRM) en Lettonie.</p> <p>Dans le cadre du programme préexistant, une SSE privée dénommée RenEsco a rénové au cours des 5 dernières années 15 immeubles typiques de l'époque soviétique en utilisant les contrats de performance énergétique. Ces bâtiments sont très anciens, surpeuplés et de mauvaise qualité. En général, ils sont chauffés par le réseau de chauffage urbain. L'investissement est surtout consacré à l’isolation extérieure des bâtiments, aux tuyaux de chauffage, au contrôle thermique et à ma gestion de l'énergie. Les projets sont éligibles à des subventions du FEDER (Fonds européen de développement régional) à hauteur de 40 %, avec une durée de remboursement simple d’entre 9 et 10 ans.</p> <p>Le modèle d'affaires de RenEsco utilise les CPE comme un outil tourné vers la rénovation des bâtiments, en combinaison avec un financement sur facture (c'est-à-dire, que le propriétaire continue à payer le même montant, tandis que la SSE récupère la somme économisée par le biais de la société d'entretien du logement). Les contrats CPE sont généralement signés sur 20 ans. Les propriétaires obtiennent un logement modernisé, dont la valeur a augmenté d'environ 20 à 30 % juste après rénovation, et dont la durée de vie a été prolongée de 30 ans.</p> <p>Les financements versés à RenEsco ont été fournis par des banques commerciales locales (60 %), ainsi que par un prêt garanti par une tierce partie (40 %) de la part de l'Institut néerlandais du logement (garanti par la Dutch Housing Corporation) basé sur les flux de trésorerie du projet. Aucune autre source complémentaire n'a été prévue.</p> <p>Les propriétaires font preuve d’une discipline extraordinaire pour ce qui est des paiements : 97 % d'entre eux sont réglés dans les temps et aucun défaut de paiement n'a été enregistré durant les 6 années d'existence du programme.</p> <p>Un des problèmes du régime c'est que le bilan de la SSE devient bien trop lourd à mesure que le nombre de projets augmente.</p> <p>C'est cela qui a conduit à la création du projet SUNShINE, pour lequel un fonds de cession de créances, dénommé LABEEF (fonds letton pour l'efficacité énergétique des logements) a été créé. Après avoir mis en avant les économies d'énergie réalisées, généralement après 1 ou 2 ans, ce fonds achète les créances futures de la SSE, permettant à celle-ci de négocier de nouveaux prêts. С проекта се продължава вече съществуващата програма за цялостно саниране на многофамилни жилищни сгради в Латвия.</p> <p>Съгласно съществуващата схема, през последните 5 години от „RenEsco“ (частно ДПЕУ) бяха санирани 15 типични за съветската епоха жилищни сгради, на базата на договори за енергоспестяване с гарантиран резултат. Сградите бяха много стари, пренаселени и с лошо качество. Обикновено се отопляваха с централизирано топлоснабдяване. Инвестициите имаха за цел полагане на топлоизолация, смяна на щранговете на отоплителната инсталация, регулиране на топлината и управление на енергията. Проектите отговаряха на условията за финансиране по линия на ЕФРР (Европейския фонд за регионално развитие) при общ размер на финансирането до 40 % и срок на изплащане 9 - 10 години.</p> <p>В бизнес модела на „RenEsco“ като инструмент за саниране на сградите се използваха ДЕСГР, в комбинация с финансиране от сметките (т.е. собствениците продължаваха да плащат същата сума, като ДПЕУ си възстановяваше средствата, спестени от фирмата за поддръжка на сградата). Договорите за енергоспестяване с гарантиран резултат обикновено се сключваха за срок от 20 години. Собствениците на жилищата получаваха модернизирани апартаменти, чиято стойност се бе повишила в рамките на 20 - 30 % непосредствено след обновяването, а експлоатационният живот на сградата се бе удължил с 30 години.</p> <p>Дружеството осигуряваше финансирането си с помощта на местните търговски банки (60 %) и гарантиран заем (40 %) от Нидерландския жилищен институт (гарантиран от Нидерландската жилищна корпорация) на базата на паричните потоци от проекта. Не бе предвидено никакво друго обезпечение.</p> <p>Собствениците на жилищата бяха изключително дисциплинирани по отношение на плащането - 97 % от плащанията се извършваха навреме, като за 6-те години от съществуването на програмата нямаше нито един случай на неплащане.</p> <p>Един от проблемите на схемата обаче бяха твърде големите задължения по баланса на дружеството с увеличаването на броя на проектите.</p> <p>Това наложи разработването на проекта „SUNShINE“, за който се създаде фонд за форфетиране „LABEEF“ (Латвийски фонд за енергийна ефективност на сградите). След реализиране на енергийните спестявания, обикновено след 1 - 2 години, фондът за форфетиране изкупува бъдещите вземания на ДПЕУ, което позволява на дружеството да заеме нов капитал. Esta iniciativa se inspira en un programa ya existente cuyo objetivo es realizar modernizaciones sustanciales en edificios multifamiliares de Letonia.</p> <p>Mediante el sistema existente, una ESE de carácter privado denominada RenEsco ha renovado en los últimos 5 años 15 edificios de apartamentos típicos de la época soviética, utilizando para ello la fórmula de Contrato de Rendimientos Energéticos. Se trata de edificios muy antiguos, masificados y de mala calidad. Normalmente tienen calefacción urbana. Esta inversión incide en la envolvente de los edificios, los conductos de distribución del calor, los sistemas de control de temperatura y la gestión energética. FEDER (Fondo Europeo de Desarrollo Regional) cofinancia el 40 % de los proyectos, con un periodo de amortización simple de 9 a 10 años.</p> <p>Para renovar los edificios, el modelo de negocio RenEsco se basa en un sistema combinado de CRE y financiación en factura (el propietario de la vivienda sigue pagando lo mismo, la ESE recupera la cantidad ahorrada a través de la Empresa de mantenimiento de viviendas). Los CRE normalmente se firman por un periodo de 20 años. Los propietarios de las viviendas obtienen un piso más moderno, que se revaloriza entre un 20 % y un 30 % inmediatamente después de la renovación. Asimismo, se alarga 30 años la vida útil del edificio.</p> <p>RenEsco obtuvo financiación de los bancos comerciales locales (60 %) y de un crédito garantizado por terceros (40 %) del Instituto Holandés de la Vivienda (garantizado por la Corporación Holandesa de la Vivienda), en función de los flujos de caja del proyecto. No se preveían otras garantías.</p> <p>Los propietarios han demostrado una disciplina de pago sin tacha, con un 97 % de los pagos realizados a tiempo y un 0 % de impagos durante los 6 años de existencia del programa.</p> <p>Uno de los problemas del programa es que el balance de la ESE se sobrecarga en exceso cuando aumenta el número de proyectos.</p> <p>Por este motivo se puso en marcha el proyecto SUNShINE, que supone la creación del fondo de descuento sin recurso LABEEF (Latvian Building Energy Efficiency Fund - Fondo letón de eficiencia energética en edificios). Tras demostrarse el ahorro energético, lo que suele ocurrir después de 1 o 2 años, este fondo de descuento sin recurso, o "forfaiting", compra a la ESE las cuentas por cobrar, por lo que esta puede asumir nuevos créditos. The project builds upon an existing programme that is aimed at the deep retrofit of Multifamily Buildings (MFB) in Latvia.</p> <p>Under the existing scheme, a private ESCO, called RenEsco, has renovated, over the last 5 years, 15 typical soviet era apartment buildings using Energy Performance Contracting. These buildings are very old, overcrowded and of poor quality. They are typically heated through district heating. The focus of the investment is building envelope, heat distribution pipes, heat control and energy management. Projects are eligible for ERDF (European Regional Development Fund) support of 40% which gives a simple payback time of 9 – 10 years.</p> <p>RenEsco’s business model uses EPC as a tool for renovating the buildings, in combination with on-bill financing (i.e. the homeowner continues to pay the same amount, while the ESCO recovers the amount saved through the House Maintenance Company). EPC contracts are typically signed for 20 years. The homeowners get a modernized apartment, with an increased value by about 20% – 30% right after renovation and an extended life time of the building by 30 years.</p> <p>Financing to RenEsco was provided by local commercial banks (60%) in combination with a third party guaranteed loan (40%) from the Dutch Housing Institute (guaranteed by the Dutch Housing Corporation) based on project cash flows. No other collateral was foreseen.</p> <p>Homeowners have an extraordinary payment discipline, with 97% of payments on time and 0% non-payment during the 6 years of existence of the program.</p> <p>One of the problems of the scheme is the fact that the balance sheet of the ESCO gets charged too much as the amount of projects increases.</p> <p>This has lead to the creation of the SUNShINE project in which, a forfaiting fund, called LABEEF (Latvian Building Energy Efficiency Fund), has been created. After having shown the energy savings, typically after 1 to 2 years, this forfaiting fund purchases the future receivables from the ESCO, allowing the ESCO to take on new loans. Il s'agit là d'un exemple des activités de REScoop (Renewable Energy Sources COOPerative, ou Coopérative pour les sources d'énergie renouvelable). Le programme a permis le lancement de projets d'énergie renouvelable (appelés Brixton Energy Solar 1, Solar 2 et Solar 3) détenus par une coopérative. Pour chacun d'entre eux, une société coopérative à responsabilité limitée, détenue par des investisseurs (citoyens), est créée.</p> <p>Le programme lui-même est géré par une organisation à but non lucratif, dénommée Repowering London, qui est spécialisée dans la mise en œuvre de projets.</p> <p>Les citoyens financent les projets. Une partie des bénéfices des projets solaires est investie dans un fonds communautaire en faveur de l'efficacité énergétique (FCEE). Le fonds est utilisé pour améliorer l'efficacité énergétique du parc de logements de Londres. Les membres de la coopérative et la communauté développent ensemble les initiatives permettant de réaliser des économies dans le domaine de l'énergie. Brixton Energy Solar 1, Solar 2 et Solar 3 s'avèrent d'excellents exemples de bonnes pratiques pour réaliser des économies d'énergie avec une approche sociale plus large. Avec ces projets, ce sont les ménages qui en ont le plus besoin qui sont ciblés, par exemple, les logements sociaux où la pauvreté énergétique est un vrai problème.</p> <p>Pour chaque nouveau projet, une nouvelle offre d'actions est lancée pour recueillir les fonds suffisants. Ces actionnariats sont ouverts à tous les citoyens britanniques, la priorité étant tout de même accordée aux résidents locaux en cas de demandes trop importantes. Cette offre d'actions communautaires reste ouverte cinq semaines, ce qui est suffisant pour récolter l'argent nécessaire.</p> <p>Le rendement attendu sur l'investissement est d'environ 3 à 5 %, bien que ce ne soit pas les avantages financiers qui importent le plus ici, mais plutôt la création de bien-être au sein de la communauté.</p> <p>Les projets solaires servent à construire une communauté résiliente. Chaque nouveau projet et chaque nouvelle coopérative embarquent les citoyens dans un « nouveau périple » et les nouveaux membres de la communauté qui y participent favorisent leur développement. La REScoop sensibilise la population sur l'efficacité énergétique et s'efforce de lutter contre la pauvreté énergétique. En outre, elle propose des formations et des emplois à la population locale.</p> <p>Le projet ne porte pas uniquement sur la production d'énergie renouvelable ou sur la réalisation d'économies de kilowattheures. Il vise également à améliore la résilience des communautés locales. Repowering London veut créer cette résilience par l'éducation et la formation des jeunes de la communauté. Chaque projet d'énergie solaire permet également de proposer des stages aux étudiants qui se spécialisent en informatique ou en droit, et des stages professionnels dans les installations d'énergie renouvelable. Тя попада в категорията на т. нар. „кооперативи“ за използването на възобновяеми енергийни източници („REScoop“). По линия на програмата бяха реализирани няколко общностни проекта за възобновяема енергия – „Brixton Energy Solar 1“, „Solar 2“ и „Solar 3“. За всеки един от тях се създаде кооперативно дружество с ограничена отговорност, собственост на гражданите, инвестирали в него.</p> <p>Самата програма се управлява от нестопанската организация „Repowering London“, която е специализирана в посредничеството за реализацията на проекти.</p> <p>Проектите се финансират от гражданите. Част от печалбата от проектите за слънчева енергия се инвестира в обществен фонд за енергийна ефективност (ОФЕЕ). Фондът се използва за подобряване на енергийната ефективност на жилищните сгради в Лондон. Съвместно с местната общност членовете на кооперативното дружество разработват инициативи за спестяването на енергия в района. Със своето по-широко социално измерение „Brixton Energy Solar 1“, „Solar 2“ и „Solar 3“ са пример за най-добрите практики в спестяването на енергия. Те са насочени към домакинствата в най-голяма нужда, като например социалните жилища, където енергийната бедност е реален проблем.</p> <p>За всеки нов проект се отправя предложение за дялово участие с цел набирането на достатъчно средства. То се отправя към всички британски граждани, като при по-голям брой желаещи с предимство се ползват местните жители. Предложението важи за срок от 5 седмици, който се оказва достатъчен за набирането на необходимите средства.</p> <p>Очакваната възвращаемост на инвестицията е в размер на 3—5 %, въпреки че финансовите ползи не са от толкова голямо значение, колкото повишаването на благосъстоянието на местната общност.</p> <p>Тези проекти служат за изграждането на една устойчива общност. Всеки нов проект и нов кооператив е едно „ново начинание“, в реализацията на което се ангажират нови членове на общността. Чрез тези инициативи се повишава осведомеността по въпросите на енергийната ефективност и необходимостта от справяне с енергийната бедност. Освен това се осигуряват обучение и работни места за местните жители.</p> <p>Те нямат за цел само производството на възобновяема енергия или спестяването на киловатчасове. Цели се укрепване на жизнените способности на местната общност. Организацията „Repowering London“ се стреми към създаване на устойчивост посредством осигуряването на обучение и практическа подготовка на младежите в общността. По всеки проект за слънчева енергия се предлагат и стажове за студенти — независимо от това дали те са компютърни специалисти или студенти по право — с възможност за започването на работа по нейните инсталации за възобновяема енергия. Es un ejemplo de las denominadas REScoop, o cooperativas de fuentes de energía renovables. Gracias a este programa ha sido posible crear varios proyectos de energías renovables propiedad de cooperativas, llamados Brixton Energy Solar 1, Solar 2 y Solar 3. Para cada proyecto se crea una sociedad cooperativa limitada, propiedad de los inversores (ciudadanos).</p> <p>Al frente de este programa se encuentra una organización sin ánimo de lucro denominada Repowering London, especializada en facilitar la puesta en marcha de proyectos.</p> <p>Los ciudadanos son quienes financian los proyectos. Parte de los beneficios de los proyectos de energía solar se invierten en un Fondo Comunitario de Eficiencia Energética (Community Energy Efficiency Fund, CEEF). Este fondo se emplea para mejorar la eficiencia energética del parque inmobiliario de Londres. Los cooperativistas trabajan con la comunidad para desarrollar iniciativas de ahorro energético en la zona. Brixton Energy Solar 1, Solar 2 y Solar 3 constituyen buenas prácticas de ahorro energético firmemente basado en un planteamiento social. Los beneficiarios de sus proyectos son los hogares que más lo necesitan, es decir, las viviendas sociales en las que la pobreza energética es un verdadero problema.</p> <p>Para cada nuevo proyecto se pone en marcha una nueva oferta de acciones para recaudar los fondos necesarios. Estas iniciativas están abiertas a cualquier ciudadano británico, aunque se otorga prioridad a los residentes de la zona en caso de sobredemanda. La emisión de acciones a nivel comunitario se prolonga cinco semanas, que según experiencias pasadas es tiempo suficiente para recaudar el dinero necesario.</p> <p>La rentabilidad de la inversión suele ser de entre el 3 % y el 5 %, aunque se da prioridad al bienestar de la comunidad sobre el beneficio económico.</p> <p>Los proyectos de energía solar constituyen un medio para construir una comunidad resiliente. Cada nuevo proyecto y cada nueva REScoop es un "nuevo viaje" en el que se embarcan nuevos miembros de la comunidad. REScoop es un instrumento para sensibilizar sobre la importancia de un uso eficiente de la energía y para abordar la pobreza energética. Además, aporta formación y puestos de trabajo a la población local.</p> <p>Este proyecto no solo pretende generar energía renovable o ahorrar kilovatios-hora. También trata de mejorar la resiliencia de distintos vecindarios. Repowering London se ha propuesto aportar resiliencia a través de la formación y capacitación de los jóvenes de las comunidades. Todos los proyectos de energía solar incluyen prácticas para estudiantes —desde especialistas de TI hasta alumnos de derecho— y ofrecen prácticas laborales en sus instalaciones de energías renovables. It is an example of a so-called REScoop (Renewable Energy Sources COOPerative). The program has allowed the creation of cooperatively owned renewable energy projects, called Brixton Energy Solar 1, Solar 2 and Solar 3. For each of them, a cooperative limited society, owned by the (citizen) investors, is created.</p> <p>The program itself is run by a not-for-profit organization, called Repowering London, which specializes in facilitating the set-up of the projects.</p> <p>Citizens finance the projects. Part of the profits of the solar projects are invested in a Community Energy Efficiency Fund (CEEF). The fund is used to improve the energy efficiency of the housing stock in London. The co-operative members together with the community develop the energy saving initiatives in the area. Brixton Energy Solar 1, Solar 2 and Solar 3 demonstrate a best practice in energy savings with their broader social approach. They target via their projects the households who need it the most, e.g. in social housing where energy poverty is a real issue.</p> <p>For every new project a new share offer is opened to raise sufficient funds. This is open to all British citizens, prioritizing local residents in the case of oversubscription. The community share offers last five weeks, which turns out to be sufficient to raise the money needed.</p> <p>The expected return on investment is about 3-5%, although it is not the financial benefits that are the most important, but rather the creation of well-being in the community.</p> <p>The solar projects serve as the means to build a resilient community. Every new project and new REScoop is a “new journey” where new community members are involved in its development. The REScoop raises awareness about energy efficiency and wants to tackle fuel poverty. In addition they provide training and employment for the local people.</p> <p>The project is not only about renewable energy production or saving of kilowatt-hours. It is also about improving the resilience of a local community. Repowering London wants to create resilience by educating and training young people in the community. Every solar project also offers internships to students, ranging from IT specialist to law students and offers work placements on its renewable energy installation.
