Innovative financing tools for energy efficiency in buildings in France: how to implement and replicate them?
French local authorities face strong budget constraints and reduction of national financial support which have an impact on their ability to invest and carry out projects tackling climate issues. At the same time meeting international, European and national commitments in CO2 emissions reduction and energy efficiency needs a huge investment that has to be made at the local level in building sector which could also help creating jobs. Therefore it is important to increase the capacity of the municipalities and local authorities in identifying and applying alternative financing models, which would allow them to invest in their priorities, such as retrofitting projects.
The objective of the seminar which is organised in frame of the H2020 CITYnvest European project, is to present existing case studies and give guidelines to local authorities on how to start creating and using the innovative financing instruments for energy efficiency in buildings. Representatives of organisations that have already developed those financing instruments in France and abroad will explain how they work and how to apply/replicate them. That will be followed by a discussion on how those financing instruments can be replicated and used on a wider scale and how to overcome existing investment barriers.
The workshop is co-organised by CITYnvest, Association Française du Conseil des Communes et Régions d'Europe with the support of Nantes Métropole in the context of Climate Chance Summit 2016.
Atelier CITYnvest Financements innovants pour la rénovation énergétique des bâtiments en France : Comment les mettre en œuvre et changer d’échelle ?
Les collectivités territoriales franaçaises connaissent de fortes contraintes budgétaires et d’importantes réductionsdes dotations de l’Etat qui a un impact sur leur capacité à investir et à mettre en œuvre des projets contribuant à la lutte contre les dérèglements climatiques. Dans le même temps, la réalisation des engagements internationaux, européens et nationaux en matière de réduction des émissions de gaz à effet de serre et d’efficacité énergétique nécessite des investissements massifs au plan local, notamment dans le secteur du bâtiment, qui soutiennent également la création d’emploi.
Il est dès lors important pour les collectivités territoriales d’être en capacité d’identifier et de mettre en œuvre des dispositifs de financements alternatifs qui leur permettra de poursuivre leurs investissements, en particulier en matière de rénovation énergétique.
L’objectif de ce séminaire qui s’inscrit dans le projet européen Horizon 2020 “CITYnvest” est de présenter des exemples de cas pratique et de fournir des indications destinées à mettre en œuvre des financements innovants pour la rénovation énergétique des bâtiments. Des représentants d’autorités locales déjà engages dans ces dispositifs en France et en Europe apporteront leurs témoignages et conseils. Le séminaire permettra également d’aborder les conditions nécessaires au développement de ces instruments à une plus grande echelle. Il rassemblera des représentants de collectivités territoriales françaises et européennes, des représentants du secteur bancaire, des entreprises etc…
